Love it or hate it, just like U.S military’s global power projection, the rise of China is as much an issue that we can’t avoid. From our perspective, we hate Washington more than Beijing. But we have spent as much time visiting and learning form both countries for the past 20 years.

不論愛恨情仇,中國崛起是無法迴避的議題,就如同美國在全球的軍事影響力一樣。在我們看來,比起北京,更討厭華盛頓;但是,我們近二十年來,花在造訪這兩個國家並且努力吸收其思惟的時間,幾乎一樣多。

‪我們的中心思想‬

夾在兩強之間、左右為難,這點沒什麼,大家都是半斤八兩。讀者若認為美國狀似鴨霸,其立場就很容易拿捏吧? 重點在於自己有沒有中心思想。我們的中心思想始終還算明確:「窮盡在任何國家能借助取用的資源,讓我們立足於台灣的各個創業最佳化,免於單一影響力之宰制」。

從1996年起,我們就頻繁前往北京與上海出差,雖然覺得必須從香港澳門濟州島轉機得耗掉大半天實在煩人,但畢竟也眼界大開。其中,兩個現象讓我們十分驚訝。一,為了學習中文瞭解中國,南韓企業大量派駐數以千計的員工過去;二,在北京的諸多高爾夫球場上幾乎有半數是南韓人。這兩個狀似與直接產值無關的小事,比起過去那兒投資設廠的意涵還深。

果不其然,現在對中國出口已占南韓整體五千六百億美金出口貿易額的25%了。

「南韓如今已躍居對中國的投資大戶,投資金額幾乎超越經濟規模比自己大上許多的日本。中國官方數據顯示,南韓企業今年1至9月在中國投資32億美元設廠,較去年同期成長三分之一」[2]

“Cultural ties also have grown. Today, there are almost as many South Korean students enrolled at colleges in China as in the U.S. Last year, Chinese tourists were the largest group of visitors to South Korea.”[1]

南韓的大學生留學中國的人數已幾乎等同留美人數,而在觀光客裡,來自中國的人數也是最多的。

那麼,首爾的中心思想究竟是什麼呢? 我們開始好奇了。老實講,除了茶餘飯後的笑談話題之外,以前從來沒把南北韓當回事過。至盼能藉著南韓行和Kindle上買來的兩本書,略略以管窺天。
